Discovery becomes a data product.

Catalogues are harvested for metadata only. The production pipeline then validates licence, authority, update cadence, API shape, and topic relevance before any source can feed public charts.

The schema now covers sources, datasets, indicators, observations, source snapshots, ingestion runs, derived metrics, insights, and chart specifications. The app can serve seeded data today and switch to `DATABASE_URL` persistence when credentials are added.
